Responsibilities
- Prepare project HSSE documentation, based on company's corporate HSSE policies and standards, for review and approval by the Senior Manager Well Engineering. The documentation will include HSSE plans, bridging documents, HAZID's, project specific Emergency Response Plans, etc.
- Responsible for the implementation on the work site(s) of HSSE procedures, standards, and guidelines. Ensure vendors comply with their respective HSSE management system.
- Maintain monthly drilling and completion reports on Wells HSSE performance metrics, monitoring trends, and responding proactively.
- Act in a primary governance role towards the rig contractor developed rig HSSE Management System and implementation thereof.
- Act in a governance role towards the HSSE management systems of Service Contractors, including logistics contractors in Labuan. Maintain effective business relationships with relevant company's Contract Holders and company's corporate HSSE team members.
- Participate in regular Contract Holder meetings with selected Contractors with responsibility for the HSSE agenda.
- Lead for incident investigation team as directed by Senior Manager Well Engineering and ensure action tracking and timely close.
- Lead HSSE audits in focus areas such as: Process Safety, DROPS, Temporary Pipework, Line of Fire, Permit to Work, and Environmental Management Plan compliance, etc. Ensure timely close outs of identified actions. Verify effectiveness of campaign or well specific process safety barriers.
- Team lead for HAZID, HAZOP, JSA/JHA and risk assessments as required;
- Develop strategy to engage rig personnel to effectively participate in HSSE management tools such as task-based risk assessment (JHA), permit to work, intervention, and hazard observation programs. Contribute to development of safety culture with multi-national crew.
- Monitor the compliance of third-party contractors in relation to company standards and requirements and assist contractors on requirements where necessary.
- Act as Wells HSSE advisor for company's Emergency response activities.
- Ensure that waste / scheduled waste generated from the campaign activities, is managed according to agreed procedures and in compliance with legal requirements.
Requirement:
- Minimum 10 years in Oil & Gas HSSE (preferably with a Major or Independent Oil and Gas Company), with significant experience with rig-related operations.
- Proven background in practical HSSE management on operational drilling or well intervention work site.
- Degree in safety engineering, Science, or Engineering Technology, diploma with associated experience, or training and leadership with a HSSE qualification is preferred.
- Must be medically fit to travel to offshore worksites on an as-needed basis.
- Ability to work in a multi-disciplinary, multi-cultural team environment.
- Ability to coordinate and manage multiple activities using progressed scheduling and monitoring of milestones.
- Must have good analytical skills, with attention to detail and documentation.
- Excellent interpersonal skills with strong presentation and coaching skills.
- Excellent written and verbal communication skills in English and Bahasa Malaysia.
- Proficiency in local East Malaysia dialects a plus.
- Experienced with drilling campaign start-ups and SIMOPS.
