The Central Oregon Guardian Assistance Program (COGAP) is a newly formed non-profit organization located in Bend, Oregon, whose mission is to provide pro-bono and low-cost fee-based guardianship and conservatorship services to indigent and low-income incapacitated individuals in Central Oregon. COGAP also serves to educate, mentor and train new professional certified Guardians through its internship program.
Executive Director Job Responsibilities:
· Implement and run the day-to-day administrative operations of COGAP;
· Maintain financial records and budget, pay expenses of organization and maintain status as a 501(c)(3) organization;
· Develop and maintain relationships with funding partners for initial and long-term funding sources including, but not limited to grant requests, private donations, development of and marketing for fee-based services;
· Respond to referrals from local social service agencies, medical professionals, attorneys, law enforcement, families and individuals in the community, and establish and maintain working relationships with them;
· Develop time and cost-efficient procedures, forms, checklists and policies to carry out COGAP’s goals to serve as many protected persons as feasible;
· Communicate with the Board of Directors and Advisory Committee as requested, assist with agenda and preparation of materials therefore and attend all meetings thereof;
· Assist the Professional Staff Guardian to determine individual case management plans for guardianship clients and participate in ongoing case management for clients as needed;
· Attend High Risk Team Meeting for Counties served;
· Review all intake forms and act as liaison between referring parties and the Staff Guardian and Advisory Committee regarding all referrals to the program;
· Direct retained attorneys to produce a variety of court documents and petitions and decide legally correct actions given a wide variety of Oregon Laws; appear for court hearings as needed and maintain a good working relationship with probate court and retained legal counsel;
· Act as liaison for families needing information and assistance and guardianship/conservatorship issues through office visits and phone contacts;
· Provide public presentations to outside agencies and service groups to assist in identifying at-risk populations and for recruiting volunteers;
· Compile statistics and report to Board of Directors, County, State and other funding agencies and organizations; comply with State statutes; monitor budget; and research funding opportunities;
· Work with COGAP Philanthropy Advisor to facilitate fundraising efforts and obtain new sources of funding for the organization; and
· Develop partnerships with OSU and COCC to create a guardianship certification degree program, assist with curriculum development and classroom teaching assistance.
Work Hours & Benefits: This is a 30-40 hour per week FLSA exempt position. The successful candidate will work in the main office in Bend with options for occasional hybrid work, and in-person attendance at meetings may occasionally be required. Job benefits include medical and dental insurance. Salary $75,000 - $90,000 depending on experience. Training also provided by current Executive Director. Approximate start date December 2nd, 2024.

Education, Experience, and Licensing Requirements
· Bachelor’s degree in social work, psychology, public health or related field
· Five or more years of experience in relevant field
· Knowledge of Oregon guardianship and conservatorship laws and process
· Nonprofit work experience preferred
· Driver’s License and appropriate insurance
