Education and Desired Qualifications:

  • Bachelors Degree in a relevant field from an accredited institution

  • Fifteen (15) years of work experience, including functional and technical accounting and auditing, the performance of financial and operational statement audits in DoD, federal agencies, and/or commercial Fortune 400 organizations.

  • Ability to provide expert authoritative advice on strategic auditing practices and standards.

  • Certification of a CPA by examination licensed by the appropriate state licensing authority.

  • Demonstrated direct and relevant experience with the DLA, DoD, Federal or Commercial entities.

  • Logistics Operations preferred and will be considered more favorably.

  • Must have and maintain a SECRET Security clearance.

As the Senior Financial Expert you will be responsible for working alongside Government employees to develop, implement and execute a range of risk management and internal control activities. Key to the success of this position is developing a close, collaborative working relationship with Government personnel charged with overseeing RMIC program activities at your assigned location. The hallmark of this relationship is frequent, open, and transparent communications between the Government and contract support team.

Specific responsibilities include:

  • Support Sub-Assessable Unit Managers (SAUMs), Risk Owners and Senior Leaders in the development and maintenance of Risk Response Plans. Support the development and management of a consolidated risk response tracker, update KRI/KPI data quarterly.

  • Work with key stakeholders to identify/develop key internal controls to mitigate associated risks, as appropriate, within the organizations AUs and their respective SAUs.

  • Perform an assessment of the internal controls identified by the government. Develop an Internal Control Evaluation Plan (ICEP) that will include an annual internal control assessment for their designated AUs/SAUs

  • Perform TOD and TOE.

  • Create CAPs for deficiencies identified through internal control testing.

  • Support the government in the review or update of Standard Operating Procedures (SOPs), Job Aids, Desk Guides, flowcharts, process maps, business process narratives or other programmatic process documents to support  RMIC program.

  • Provide RMIC training in accordance with OMB A-123, to all  Assessable Unit Managers, Sub Assessable Unit Managers and Risk Owners, and employees executing A-123 efforts.

  • Reviewing contract support team produced items for quality and adherence to established RMIC program requirements.

  • Providing strategic advice and recommendations to improve RMIC program.

  • Coordinating with Technical Leads at the other locations to support standardization of RMIC program efforts across these organizations.

  • Preparing and delivering leadership briefings and recurring reports.

  • Reviewing Government program documentation for adherence to established RMIC program documentation and providing recommendations for improvement when needed.

  • Collaborating with Government personnel to provide opportunities to review and provide input to contractor developed deliverables prior to formal submission.

  • Submitting contractually required deliverables to the Government for approval in formats specified by the Government or Prime contractor.

  • A working knowledge of OMB Circular A-123 and the GAO Green Book (Standard for Internal Control in the Federal Government), with the ability to summarize or articulate such authoritative guidance to client stakeholders to produce deliverables.

  • Program or project management experience.

  • Proven ability to utilize technical skills to determine the appropriate work approach and assign tasks to support staff by providing guidance or direction on inputs, outputs, and desired results.

  • Demonstrated experience in supervising, training, coaching, and/or mentoring support staff.

  • Proven ability to build and sustain relationships with clients and key stakeholders
