Federal Financial Analyst 2

Education and Qualifications:

Bachelors degree in Business, Finance, Engineering, Mathematics/Actuarial Sciences,

Communications, Government and Public Administration, or related field.

At least four (4) years of experience with one or more of the following: A-123,Internal

Controls, Risk Management and Internal Control (RMIC), Business Strategy,

Transformational Change Management, Business Process re-engineering, Project Management, Process Improvement.

Minimum of IT3 or equivalent with the ability to obtain IT2 if required by the

government

Roles and Responsibilities:

Supporting clients in the development and deployment of solutions that support strategic initiatives.

Leveraging commercial, private sector, and DoD industry experience (e.g., coordination with small businesses, non-traditional defense vendors).

Applying knowledge to find innovative technology solutions for DoD requirements.

Researching and designing innovative experiences for digital commerce using market leading platforms.

Designing, developing, and delivering training design and development of reference guidance.

Assessing completeness and validity of imputed costs.

Assessing completeness of Heritage Assets.

Conducting development and delivery of presentations and papers to client personnel.

Performing ad-hoc research tasks.

Interfacing and communicating with clients, remotely and/or in-person.

Qualities and Required Experience:

Excellent communication skills, with the ability to communicate clearly in English, both orally and in writing.

Must display proficiency in A-123 and Risk Management/Internal Controls

Strong analytical capabilities and critical thinking skills.

Ability to interface professionally with the client and provide expertise as needed.

Strong organization skills and attention to detail.

Knowledge of OUSD AT&L policies and requirements.

Familiarity with SFFAS No. 3, 6, 23, 10, 35, and 42; Technical Release 13, 14, 15.

Experience with market-based appraisals.

Experience with valuation of long-lived assets including alternative valuation

methodologies.

Experience with DoD Facility Analysis Categories and Real Property Classifications.

Experience with complex actuarial and econometric models to analyze and assess environmental liabilities against accounting requirements.

Experience with SFFAS No. 5 and Technical Release 2.

Experience and working knowledge of DoDs systems for tracking environmental liabilities.

Experience monitoring remediation of environmental liabilities.

Assess completeness and validity of imputed costs

Working knowledge of SFFAS No. 4 and its interpretations.

Knowledge of DoDs heritage assets.
